What Is GeM and Why Is It India's Biggest B2G Opportunity?
The Government e-Marketplace (GeM) was launched in 2016 by the Ministry of Commerce & Industry as a one-stop national procurement portal. Every Central Ministry, Government Department, PSU, Defence establishment, Central Armed Police Force, and increasingly State Government entities are mandated to procure goods and services from GeM. It is the largest B2G (Business-to-Government) marketplace in India.
No Tenders — Direct Access to Government Buyers
For orders up to ₹25,000 per item, government buyers can directly purchase from any GeM seller without issuing a tender. For larger orders, GeM's Reverse Auction (RA) and Bid system is far simpler than traditional tendering. Registered sellers appear in search results for government buyers — no relationship required to get noticed.
Direct Purchase up to ₹25,000/itemGuaranteed Payment Within 10 Working Days
GeM has a mandatory payment SLA — government buyers must pay within 10 working days of delivery acceptance. This is enforced on the portal. Late payment triggers interest. For MSMEs, this is transformative — government clients who previously paid in 90–180 days now pay in 10 days, dramatically improving cash flow.
MSME Payment SLA — 10 Days67,000+ Buyer Organisations — Permanent Pipeline
Over 67,000 government buyer organisations are registered on GeM — from the PMO to district-level government offices. Once your product or service is listed, it is visible to every one of these organisations simultaneously. A single GeM catalogue listing can generate repeat orders from multiple buyers without any additional marketing.
Recurring Government RevenueMSME & Startup Advantages — Exclusive Benefits
MSME and DPIIT-registered startups get exclusive advantages on GeM: ₹500 crore+ orders are reserved exclusively for MSMEs under the Public Procurement Policy. Startups get an "Innovative Products" category with relaxed eligibility. Udyam-registered MSMEs get price preference of up to 15% over large enterprises in bids.
MSME Price Preference + ReservationTransparent, Paperless, and Audit-Ready
GeM eliminates the corruption and information asymmetry of traditional government procurement. All transactions are on-portal, traceable, and audit-ready. Sellers do not need to know anyone in the government — the marketplace is public and competitive. Every order, payment, and dispute is recorded on the platform.
Zero Bribery RiskProducts and Services — Both Covered
GeM covers product categories from stationery to IT hardware to medical equipment, and service categories from housekeeping to IT services to transport. If your business sells anything that a government office needs — from a pen to a software licence — there is a GeM category for it and a government buyer looking for it.
9,000+ Product & Service CategoriesWho Can Register as a GeM Seller — and What Is Required
✅ Who Can Register as a GeM Seller
⚠️ Prerequisites Before Registering
No Minimum Turnover Required. Unlike traditional government tenders that require proof of past turnover, GeM has no minimum annual turnover requirement for basic seller registration. A first-year business can register and start selling to government buyers immediately.
Documents Needed for GeM Seller Registration
GeM registration requires a set of business identity and compliance documents. The exact list varies by entity type — a Proprietor needs fewer documents than a Private Limited Company. TaxClue confirms the complete document list for your entity type before beginning the registration process.
For category-specific listings — especially IT hardware, medical devices, and electrical goods — manufacturer authorisation letters or product certification documents are needed additionally for catalogue listing.

❓ Frequently Asked Questions
GeM seller registration is completely free — there is no registration fee, annual fee, or listing fee payable to the government portal. The portal is free for both buyers and sellers. However, GeM charges a small transaction fee (GeM Service Charges) on completed orders — currently around 0.5% of the order value, capped at a maximum amount per transaction — which is automatically deducted from the payment before it reaches the seller. This transaction fee should be factored into product pricing. TaxClue's professional fee for registration, profile completion, and catalogue listing is separate from any government charges and is quoted upfront before work begins.
Both manufacturers and traders (resellers) can register on GeM — there are specific seller type categories on the portal for each. Manufacturers list their own branded products and typically get better visibility in searches. Traders can list products they source from manufacturers, but for certain categories (particularly branded IT hardware, medical devices, and specific regulated goods), traders must upload a manufacturer authorisation letter confirming they are an authorised distributor. Service providers register in a separate section and are categorised by service type. TaxClue confirms the correct seller type for your business and advises on the manufacturer authorisation requirement for your specific product category before registration begins.
Government buyers on GeM search for products using category search, keyword search, HSN codes, and specification filters. Your catalogue listing appears in these searches based on: (1) how completely your product specification is filled (incomplete specifications rank lower); (2) your seller rating and order history; (3) price competitiveness within the category; (4) whether you have relevant certifications uploaded (BIS, ISI etc.). Additionally, for orders above ₹25,000 per item, government buyers float Bids or Reverse Auctions (RAs) — GeM notifies eligible sellers and you can participate. TaxClue advises on how to complete specifications optimally for your product category and how to price competitively for government buyers.
When a government buyer wants to purchase above the direct purchase limit, they create a Bid (for complex requirements with qualification criteria) or a Reverse Auction (RA, a lowest-price competitive auction). For Bids: the buyer sets eligibility criteria (turnover, experience, certifications) and sellers who meet criteria submit technical and financial bids. For Reverse Auctions: eligible sellers enter the lowest price they are willing to offer in a live competitive auction that runs for a set period. GeM sends notifications when a Bid or RA is floated in a category where you have active listings — you can choose to participate or not. TaxClue provides guidance on how to evaluate Bids, understand qualification criteria, and price your RA submissions strategically for your first few government orders.
GST registration is mandatory for most GeM sellers — it is used for tax invoice generation and GSTIN verification during registration. If your turnover is below the GST threshold (₹40 lakh for goods, ₹20 lakh for services) and your goods/services are exempt from GST, you may be able to register as a composition or GST-exempt seller on GeM — but this is category-specific and TaxClue will confirm eligibility. If you do not yet have GST registration but are above the threshold, TaxClue can obtain your GSTIN first (typically within 7 working days) and then proceed with GeM registration. Attempting GeM registration without GSTIN when it is required will cause the registration to fail at the verification stage.
⚠️ GeM Registration Mistakes to Avoid
These are the most common reasons GeM registrations fail or result in account suspension:
- Registering with a personal PAN instead of the business entity's PAN — the seller ID must match the legal entity that will issue GST invoices
- Incomplete seller profile — a profile with missing certifications, blank address fields, or no business description ranks lower in buyer searches and may trigger verification queries
- Wrong product category or HSN code — misclassified products may not appear in buyer searches and can lead to order cancellations if the delivered goods do not match the GeM category specification
- Listing products without required certifications — IT hardware requires BIS certification, medical devices require CDSCO registration, electrical goods require relevant safety marks — unlicensed listings are removed
- Pricing without accounting for GeM service charges and GST — sellers who underprice after forgetting these deductions end up selling at a loss on their first government order
- Ignoring Bid and RA notifications — government buyers float time-limited Bids and RAs; sellers who miss notifications lose orders to competitors
- Failing to deliver within the confirmed delivery date — late delivery affects the seller rating on GeM, which reduces future order visibility; consistent late delivery leads to account suspension
